Who we are

INSIGNIS was established in 2004, and since then has been offering the Portuguese and international markets with a variety of services related with standardization and conformity assessment:

  • management systems implementation, internationalization, strategy and business development, standardization practices, etc.
  • capacity building (from curricula design to implementation (planning, delivery, monitoring, assessment of learning) and program evaluation)
  • conformity assessment (internal audits, customer-supplier audits, certification audits, accreditation evaluations)
  • applied research (needs analyses, pre-normative work, analyses of standardization potential of research results)

Main sectors in which INSIGNIS has been working are those where the “Human Factor” is critical, such as Information & Communication Technology (ICT); Education; Health and Social Care Services; Government and Aerospace.

Our participation in the project

INSIGNIS, due to the involvement of her CEO in the development of ISO 21001 and in the VET21001 project, brings to the consortium profound knowledge of EQAVET and ISO 21001 criteria, and also reinforces SGS competence in conformity assessment, through experience with internal audits (part of consultancy services it has been providing the market with since 2004) and again, through its CEO, at accreditation level, as Sandra Feliciano is qualified by the Portuguese Accreditation Body (IPAC) to evaluate the competence of certification bodies.

As the partner that brings EQAVET and ISO 21001 competence to the consortium, INSIGNIS leads the Activities “Development of Design Specification for EQAVET-ISO 21001 Online Auditing Tool (including preparatory checklist)”. It will also lead the activity “Validation of EQAVET-ISO 21001 Online Auditing Tool”.

Additionally, INSIGNIS will collaborate and contribute to all other project activities and, at Activity “Communication, Dissemination and Exploitation”, will host and develop the project website.

Our Team

Sandra Feliciano

Founder & CEO

Sandra Feliciano is Chair of ETSI TC CYBER EUSR, the working group mandated
by the European Commission to develop Harmonized European Standards
supporting the implementation of the EU Cyber Resilience Act.
With more than 15 years of international experience in standardization and
conformity assessment, she has founded several technical committees and has led
or contributed to the development of numerous IPQ, ISO, CEN-CENELEC, ASD-
STAN, and ETSI standards across sectors ranging from healthcare and aerospace to
education and ICT.
With over 600 audit days and two decades of consulting and research experience,
alongside her academic career as an Invited Adjunct Professor at the Polytechnic of
Porto, Sandra bridges policy, industry, and academia to ensure that standards are
practical, inclusive, and forward-looking. In recognition of this work, she received the
CEN-CENELEC Standards+Innovation Award in 2021.
She is also active as an SBS and HSbooster Expert as well as a StandICT and
CyberStand Fellow, advocating for SME participation in standardization, female
leadership, and strong cybersecurity frameworks. Her contributions continue to
shape Europe’s response to emerging digital challenges.

José Manuel Moreira

Researcher

José  Manuel has a licensure in Business Management and an MBA. A serial entrepreneur, he founded and led several ICT startups in Portugal, which developed
diverse software applications to respond to different market needs, from automated ticketing to human resources management.
At Insignis he collaborates in projects that include management systems and its automation, particularly if involving AI modules, areas where he has a keen interest.
